Soooooo...no one has mentioned this yet but any shaving from the drill are now sitting at the bottom and mixing with the grease for the lower steering head bearing.
If you get to the point you feel you need to drill out that lock you might as well pull the upper and lower yokes (steering assembly) off. You'll have to do it anyway to clean out the shavings.
