I don't believe 2 party consent is supposed to apply to a public servant. The officer is protected if he is off duty, but if he's off duty (State Police officers are considered on duty 24/7 for emergency purposes in most states)then he has no right to pull a fire arm on a citezen for a civil infraction. Can't be both now can he. However, any connection between that insane sounding prosecutor and true justice appears to be coincidential at best.
