Governments cannot regulate acts of Nature, just as lawyers cannot sue Mother Nature. When it is man made Governments can regulate, and tax it, or lawyers will file Class Action law suits.
I am not saying Government regulations, and law suits are all bad, but an act of nature could cause 100 times more damage than what man ever thought of, and there really isn't anything we can do about it.
I always get a kick out of people saying we need to save our planet. This planet is over 4 billion years old and has survived much worse than man has even thought of. The worse damage we can do to this planet is make it so we cannot survive on it, and thus wiping out our own existence. So, in less than 20,000 years after we are all gone there won't even be any traces we even existed on this planet, which for planet earth would be equal to about 0.0000001% of its total life cycle. To put it into perspective, about the time it would take any of us to smash a Mosquito biting us on the arm.
