I think the rounded end goes towards the clutch. If you study the way the arm rotates the shaft that hits that dowel, it has a flat spot that dowel rests in. When the shaft rotates, the flat spot turns and pushes on the dowel.

Also, if this is the first time you've done it, be careful with the loose pin and wavy washer that hold the starter drive gear.
