It REALLY COULDN'T be easier!
a]Sand old tank.
b]Paint. lots of paint/many coats.
c]Color sand flat with 1,000 grit wet/dry.
d]Clear Coat. Lots of clear/many coats.
e]Sand clear flat with 1,000 grit wet/dry.
f]Rub out with Rubbing Compound until SHINNY!
g]Rub out with Polishing Compound until REALLY SHINNY!!
h]Wax until it's "YOU PIZZ YOUR PAINTS SHINNY!!!
