hi brother moe.. what I belive we have going on here ..is a "salvage bike" needs to go thought a state inspection ... before he can get it register..and it won't pass the inspection with out the fender..and this is not a normal state inspection here in NEW YORK they are run by the cop's and this done to make sure none of the parts are hot and to make sure the vecal is safe to be on the road..I have been thought this and yes its PITA..JUST ANOTHER WAY FOR THE STATE TO MAKE A BUCK OFF YOU...

but what they are really after is to make sure the parts are not stolen ..

and folks I am only talking about NEW YORK the laws change from state to state..

and yes your right this does sound dumb..but what are going to do if you want to put it on the road this is the way they do it...
