let me see if i can tell you this right ..years ago up here in the north ..people would buy a bike like HD.. keep it a few years then say it was stolen..get the insurance $$$$ ..
the buy a after market frame and build a new bike ..from the "stolen bike"...
so now if you build a bike from the ground up ..and you want to put it on the road it needs to go thougth a DOT inspection and you need paper work for the part on the bike..
and if the came from a junk yard or he got at a auction.. there would be a list of what is on the bike and what is missing..
