if he got the bike as a wreck or from a junk yard???? then fixed it up..in this state"NEW YORK" he would have to take it in so it could get a DOT inspection and he would have to prove where the parts came from...
so he may not be pulling your leg....
but not sure what they make you do in Michigan...
