Steve, if your UNI didn't feel oily it probably was dropped in without oiling. When it's dry, spray the oil evenly all over the inside and work in with your fingers. It doesn't take a whole lot of oil and your oil & cleaner pack should last years. I clean and re-oil mine once every 6K miles or when I do my yearly maintenance.
I added a bellmouth to my intake where the snorkel used to be. I feel I'm getting plenty of air flow without doing any other modifications to the airbox. Take it a step at a time.
