This is not true, you can buy adapters to go from the 1/2 riser thread to the Triumph top tree 10mm holes and avoid drilling and use the HD riser and bolt it right on.   
The risers pictured are HD after market with the 1/2" thread, the trees are not drilled. Here is a set of the riser bolt adapters but there are other less expensive ones out there. Just found these first. adapters
