Alternatively, a license tag for a motorcycle or moped for which the numbers and letters read from top to bottom may be affixed perpendicularly to the ground, provided that the registered owner of the motorcycle or moped maintains a prepaid toll account in good standing and a transponder associated with the prepaid toll account is affixed to the motorcycle or moped.
Well, apparently the good news is that the law SEEMS to have been modified as stated. 
Even in 316.605 F.S., the following has been added, " Except as provided in f.s. 316.2085(3), vehicle license plates shall be affixed and displayed in such a manner that the letters and numerals shall be read from left to right parallel to the ground."
But you know what the problem is? It changes WAY TOO MUCH for me! 
Just months ago, it didn't allow for the exception "Alternatively, a license tag for a motorcycle or moped for which the numbers and letters read from top to bottom may be affixed perpendicularly to the ground, provided that the registered owner of the motorcycle or moped maintains a prepaid toll account in good standing and a transponder associated with the prepaid toll account is affixed to the motorcycle or moped."
A year before that, it was ok EVEN WITHOUT the prepaid account with transponder! 
I have a CDL Class A license, which subjects me to much more stringent responsibilities/penalties. For instance, MANDITORY COURT APPERANCES!, and MUCH higher fines. 
Therefore, I cannot see tempting fate due to the consequences involved. They have changed this requirement THREE TIMES in ONE YEAR!!!
What if it changes again in the next six months, and I don't get the memo in time to avoid a ticket for the "NEW" change!? 
NOPE!  It's horizontal now, and it's STAYING horizontal! I'll be happy letting the "others" be cool.
