I took the MSF New rider's course to get my license in PA about 2 years ago. PA is one of only 2 states to offer it for free, and when you "graduate" you have your license. It was spread out over four days so it may not be convenient, but it was good course. I highly recommend it. As a side note, I took the "Experienced" rider's course this spring. Also free. There were people in the class who still had their permit and upon completion of this course also received their license. That course is only one day, so if you're comfortable and don't want the four day course I'd say do that. And don't worry if you're not "experienced" enough, there were some definite newbies in the class, and none of the manuevers were difficult. I should add that with the beginner's course you use their bikes, little Suzuki 250's (figure 8's and tight turns easy), and the experienced rider course is on your bike.
