Ok, Stephen, you need to put me straight...if I take my TBA overseas to Ireland, England, and Europe...are you saying people don't wave and are discouraged to do so?
Also, here in the states, I've waved to multiple military personnel, on base, without any repercussions from the SPs. In fact the only time I had a run-in with the SPs was when a Lt. Commander cut me off, on base, and I gave him the "WHAT FOR!"
He was cited for disobeying a posted traffic sign!
