Is the Frame supposed to be grounded on the bike? I know every car and bike normally are, but mine isin't.

The engine is used for ground. The frame might ground to the engine, but due to paint on the engine mounts etc, I wouldn't count on it.

Battery grounds to the engine at the underside and rear of the motor. Look underneath between the frame rails behind the rectifier. There are three bolts, the middle is where the ground goes.
