In addition to the 120 seconds I think you have to wait through 2 cycles where the light hasn't triggered. I could be wrong, the 120 could be part of the cycles, I'm just glad we have something on the books to counterract SC traffic engineers' stupidity. I've also gone well before the 120 mark, it usually depends on the time of day and how many people are around.
