SC just passed this within the past year. You have to wait 120 seconds and traffic has to be reasonably clear but otherwise you're good to go. Good thing too since SCDOT doesn't seem to be able to figure out how to control the flow of traffic efficiently for ******. This is especially true for left turns. There are a few left turn arrows in the Columbia area but whatever algorithm they use to actually trigger the arrow is beyond me.
