Your best bet is to buy 4 sheets of 4-stroke baffle material wrap for the baffles. Originally, they had one wrap on each baffle taped in place. You can tightly wrap two layers and wire or tape tight to slide the baffle back into the pipe. BikeBandit.com and others sell Moose Racing Fibreglass Muffler Packing for about 7.50 a sheet.
If you have never replaced the wrapping, even one new layer will make a noticeable difference. The wrapping lasts about 12,000 miles with a gradual deterioration after the first few thousand. If yours is all worn out, new packing can actually improve the power band performance of the bike giving the max. performance increase the pipes were designed for. I hope it will be enough to pass.
