It does almost sound like it's a fuel issue. What you describe sounds similar to what happened to me when my hidden fuel filter was clogged, on the highway it would cut out one one side or another as it was short on fuel. That all being said, my limiter has kicked in at different rpms on different dyno runs, and they have been several hundred rpms apart. When my limiter kicks in on the street, rarely does it just bounce, it usually shuts the motor down for a few seconds.
