When I bought my bike, I had Palm Beach Triumph install the Triumph Off Road (TOR) shorties. Very quiet until I drilled holes in the baffles and even then they were too quiet. I finally settled on Epcos and love them.
I assume you have the stock pipes now? If your budget is tight and you can get them for $75 or less, $100 would be OK (including his reasonable shipping of $25). I have see TORs go for less here but you have to watch the Classifieds for them.
You will definitely have to do some surgery on them to get some bigger sound and a little performance.
Another thing. He calls them new but it looks like there is some exhaust residue. Hard to see in that photo. I would ask about that. When mine were brand new, you could still see the metal inside. They were not black. Why not these? Are they 'almost new'?
I would ask about the hangers. Are they included? Also ask about scratches, dents, scuffs, etc. If they are new, they should not have ANY of these.
I see that he has 5 sets of pipes (4 BA, 1 SM). Why didn't he do a Dutch auction? Or is he going to list each set separately. Another good question for the seller.
Anyhoo, the TORs served me well for the time I had them and if I had stockers and limited funds, I would try to nail a set of these cheap!!
