Shoot... there was a site I was on recently that had a thin rectangular pad with 4 metal rings that were attached to 2 straps, one at each end of the pad. The item was about the size of our pillions. Anyway, you just remove the pillion, place this under it and put the seat back on. Then you'd have 4 rings between the pillion and the fender to attach bungee cords to. Looked like a pretty good idea.
