Agreed. There is some dirt in the needle valve. It cannot seat. Try tapping the float bowl with a piece of wood. If that doesn't work, pull the bowl and check things out. Probably have dirt in the bowl.
I had the same problem where the gas wouldnt stop , flooding the airbox to the very top,disconcerting to say the least.Checked the float and needle and both seemed fine,reset the float level but as soon as the gas was turned on,it continued to flood out of the carb on the left side.Was about to give up when i noticed the vacuum hose that used to go to the air injection was kinked.After straighting it out,turned the gas back on and to my surprise the gas stopped flooding.I dont know if you removed your air injection but thet might be an area to look if all else fails.
