Yeah, depends on how it's wired.. some need a closed safety switch in order to provide power to the ignition, some require an open switch to prevent grounding the ignition, etc..

But I believe that all of them just disable the ignition, preventing spark at the plug. In this case, spark is present, so I can't imagine it being a safety switch. I still say it sounds like a valve problem!

But then again, I'm just rambling on so I can get rid of that darn 'adjunct' title
