Do you not have a time limit for the police to issue the summons for an offence in the U.S. ?
Here in the U.K. they have 6 months from the date of the alledged offence to get the paperwork to you....after 9 months you would have it thrown out of court. The police also have to tell you at the time they stop you what they are charging you with.
