Well, I don't know Charles, but it seems "kind'a funny" to me that the state of Washington allows LEOs to issue a ticket for these "offenses" without you having to put your John Hancock down on a written citation at the time of issuance. I'm not sure here mind you, but I don't think that that is "kosher" here in California.
(...at least I've never heard of an instance like this happening here anyway!)
