I agree with BrokenFixed, much better chance of a lost set of keys than a stolen bike. What would have happened if he didn't check if the keys were turned in. That wouldn't have come to mind with me. I would have assumed I lost it, and placed a call for a truck or hot wired it. If you catch someone messing with the key is he stealing it or helping you. Who know, who cares, he shouldn't mess with items that don't belong to him. He is putting himself at risk for a good butt chewing is he gets caught. Worse yet is the guy that takes the key to try and teach you a lesson, after you spend time trying to hot wire it. Once again, don't touch things that don't belog to you. Life is simple with this approach. If you can't see it this way, you need a few more scares.
