Mine did this too. It was not a cable or sleeve issue. The stock handlebar end cap was rubbing on the rubber grip. I removed the end cap, used a graphite lube on the end cap where it was touching the grip. I also removed some burrs from the grip with a very sharp knife. Smooth as silk now!
