There is no need to over tighten the bolt and draw the baffle over to one side - you can over tighten and damage anything but why would you? The Legal baffle is designed not to have any packing around it - the cones inside it slow the gas and divert it back out in to the second baffle to absorb
If you just put a plate in with a hole you loose so much power it's untrue - that may be why quite a few of the US brands make less power than stock with after market cans - ours add 8 bhp and are legal to BSAU193T3 - what more could you ask
