As for those who park in front of the door of a store, people should just crawl through if it is unlocked or over if it is.
I saw a photo once of a BMW parked in front of a fire plug with the windows broken out and a 4 inch fire hose passed through. Of course, the coupling was a little leaky and the car was full of water.
People who park blocking fuel pumps would stop if they came out and found hose scuff marks on their paint from people pulling up close beside them and filling up by stretching the hose across their car.


I confess that I really liked all of those solutions. More than a few times, an idiot has left his car RUNNING while parked in front of the door. I was SOOOO tempted to just slide in behind the wheel, put it in gear and pull it around to the hidden side of the building! They would have freaked out. But in every situation that I can think of that involves retaliation, I'd probably be the one who got arrested. Once, after my small child got away from me and "threaded" his way past a car in front of the doors, I panicked and lunged for the errent said child. I quickly saw that no passing car would see him cause the parked car blocked clear sight of the door. I went inside to complain to the manager (local grocery store, where it is a steady problem) and he just shrugged and said, "I don't want to upset any shoppers!" I wondered how he would wiggle if someone's kid got run over... He'd say something like, while wringing his hands... " the lane is clearly marked!, fire lane, and I can't do anything about it!..."
