Eeh! I ain't buyin' NONE o' this, John! NOPE!!!
MY "theory" here is because those guys were TWICE unsuccessful in their quest to do the same to France, this German dude is part of an advance force bent on the invasion and occupation of Montana!!!
And so, my advice to you guys up there is keep a sharp eye out for any U-boat activity along the Missouri River towards your eastern flank, OR any sightings of large groups of personnel hoofin' it over the Bitterroot mountain range to your west.
