I've been thinkin' this whole movement possibly has roots back to the winter Lewis & Clark spent the winter at the mouth of the Columbia River near Astoria. A bunch of guys sitting around soggy wood fires all winter and they formed a committee or two. The first thing any committee worth it's salt does is create some rules, policies and protocols.
Granted the natives probably had their own committees & policy books. But in time our committees trumped their committees. Fortunately we made a rules exemption where they can have parades & festivals and people can eat cotton candy, corn dogs & get sunburned. I personally think present day Oregon elected folks lost their collective heads when they deemed the unwashed masses lacked the ability to pump their own gas. "No, don't use the green pump!"

I work around a number of committees, councils & boards. "Rule-making" in some regards, provides a sense of accomplishment. As opposed to "The government that governs least, governs best". I just made that up
