Simply hard to believe!
The death of common sense is now complete. Like there aren't any other REAL problems they could tackle. While I am generally for helping the environment, this kind of statistical tomfoolery is nuts. You couldn't measure with a high rise building full of sensitve computers and sensors the difference these nickel and dime solutions would make.
