The catalytic converter will not cause a stall. It will just keep the engine from revving as high as it should (if it will start). If the catalytic converter is plugged, you can mash the accelerator pedal to the floor (in park or neutral) and hold it there, and the engine will not rev over 2500-3000 RPM typically.
