The problem is, laws like this are virtually unenforceable. There's also some question as to whether they might be trumped by federal law (FCC) that governs use of transmitting devices. Practically speaking, what's needed is an active interlock that prevents operating a cellphone in a moving vehicle. Maybe something like a 1mW jammer built into the car's controller module...
