CORRECTION, there are 3 hoses ending under the bike, the tank vent hose was not plugged, the other two were. I made sure the vent hose was clear to the check valve and from the valve to the tank. My dealer said to leave the others plugged. The check valve is to prevent fuel from spilling in the event the bike falls over. It is possible for the valve to get stuck - I'll see if clearing it fixed the problem.
