Shouldn't be but if fuel got into the vent line, it would definitely plug it. Can you reach under the tank and pop the hose off? If you can, blow air into it. If you get back pressure, it's stuck. Try blowing air into the other end and it may unstick.
Phil, I found it was much easier to unplug the hose at the check valve which was in a retainer clip by the right carb. I took out the valve and found it to be ok but I'm not clear which way the valve should close. Should it allow air to the tank or from the tank? It was mounted to allow air out but not in. The clip must be to keep the valve vertical as gravity would open the valve. I also found that the end of the hose under the bike has a rubber plug in it. Should this have been removed when the bike was set up? Obvioulsy the breather hose can't breathe at all with this plug in it.
