If the top yolk does have webs on the underside a solution would be to drill the holes over size and weld in some aluminum (I'm assuming the top tree is aluminum) round stock. Be sure to do a professional job or have a pro do the welding including welding any of the webbing that ends at or is right up against the round stock. Then drill the round stock for the risers.
