Eddy's right about emergency vehicles applying headlight modulation to attract attention. Here is Aus we too use the same effect on our our fire appliances, ambulances and Police vehicles when driving (UDD) or urgent duty driving with lights and sirens.
So I guess if this has been hard wired into our vehicles then you would have to think there might just be something in it, don't you think?
