You did nothing wrong and it appears they didn't either. Waving an arm in a circle could be a round-up motion. Maybe they pulled into the fire house to meet you.

Well it was hard to write and explain what I saw, but I assure you they were waving as in go away. I don't think they did anything wrong, just not very polite. If they had waved me over to explain I would have been fine, and shared a different story and experience. This particular one was not a pleasant one.
