Now tell me how the H-E-Double-Tootpicks does the driver NOT get cited for that one! Here in PA you are supposed to be aware of your surroundings and have your vehicle under control at all times, if not you get cited. (you are supposed to anyway) This drive pulled up to the light, I would imagine the bike was already there and didn't magicly appear while he was waiting for the light. The driver managed to stop without hitting the bike so that would indicate to me he saw it before he stopped. Then the light changed and the driver proceeded to run over the bike. That sounds like vehicular homicide to me.
