I think the problem has more to due with the type of gas that the EPA allows the Atlanta area to use, and the fact that the refinery/distribution for that area is still having a problem. The EPA has the U.S. divided into at least 18 zones. If a refinery in one zone has a problem none of the other refineries can supply fuel to it, because they won't meet the EPA standard for that area.

Another example of our fine Government taking a complex issue and making it even more convoluted.
