When I got my 04 used, the paint in the neck was very bad. I just stuffed a rag down into the tank to make sure no flakes would get in there, used a dremel tool and removed all of the remianing paint, vaccumed out everything, removed the rag and presto, good as new. In fact, I prefere the look of the tank neck without the paint to begin with. It is also easier to clean and prevent rust from beginning.
