I am going to bob the rear fender. Recommendations? Hand Hacksaw? Tape off the cut line? Anything would be helpful

Trying to save the paint or is a repaint in order? If so, I'd definitely tape both sides.

tape both sides mark with fine tip pen and use a jig saw with a fine tooth metal blade,, go slow and easy. One cut nice and clean if you do it right very litle finishing touches

Tape both sides and pull out the die grinder!!!! Oh, how I love mine! You can save the paint by doing so...
Best looking black girl around!
2004 SM-spokes, solo seat, lowered rear, 14 in apes, bobber rear fender, no front fender. Flat black all the way around.

Listen, I think this has been hashed out many times here, but I wanna tell you what I think is the best way to handle this. Use blue painters tape heavily to mark off where you want to cut. Use a jig saw with plenty of duct tape on it's bottom to protect from scratching. Do a couple practice cuts lower on the fender to get the feel of the tool. Fine tooth metal blade...I used 2. Dremel to sand off the rough edge after. High gloss spray paint in a cup with a small model brush to finish off the edge. Have fun!!!

That's great advice! Considering my hands are as steady as Shane McGowan's.
