Yes - vest or other zippered garment over the heated jacket to pull it snug to the body, to enhance the heat transfer from the garment to the rider. It's not a must, but it's mentioned somewhere on Gerbing's web site or in the instructions that came with the jacket.
I wear a light weight North Face wicking long sleeve shirt with a zippered neck for heat control as a base layer. With the heated jacket, that's usually enough. A long sleeve cotton T shirt over the North Face works too.
As posted earlier, with Hippo Hands I can use insulated gloves without heat for extended rides (8 to 10 hours) in the high 20s, low 30s. I wear 1,000 gram Thinsulated boots with no heat. The boots with that much stuffin' were a bit hard to find. I may have got them at Cabelas? I'm not suggesting to ride without full electric garb - it's just my cheapskate way of rolling without.
There is a theory that seems to work in my case that if you warm the body core with a vest or jacket, the extremities stay warm too. I would imagine toting around my extra xx (or is it xxx?) lbs of baby fat plays a major roll in that equation too. Kinda like warming up a big fat turkey.
