You probably could make 'em out of aluminum or a thinner piece of steel, but why chance it? Better over than under-engineered, right?!
Remember, you're putting stress on the area of those brackets where they extend up from and lay upon the frame rails, and at the point where the peg extension is bolted to the bracket whenever you would be standing up on the footpegs, especially.
Of course, properly engineered would be perfect! You could say you engineered in a 20:1 safety factor or so.
