RI lone rider has never needed helmet. But passenger mandatroy has been in effect for years. I guess the rational is the passenger is in reality a potential victum
should the rider do somthing stupid.So needs to be protected.

I thnk maybe you miss understood Benny. The RI law is for passenger only.
