I have yet to find anything you can spray on and rinse off that will remove brake dust, bug guts, and road grime completely. Even the wheel cleaners that are sold at auto parts stores only do a so-so job.
You can use many different things to get them clean - wash mitt, old tube socks, a spoke brush, etc. But you are going to have to get up close and personal to really get them clean.
