This same thing happened to me last week. Only the kid that was driving and didn't see me, pulled over all the way to the right hand turn lane from the left. 
I was back about four feet and he went right buy. It was darn close though and caused a very severe pinch factor.

I pass at WOT as far over as I can safely get, and never ride in a blind spot, or even next to them where they should see me.
