Dont really know any more about what happened yet. As far as passing on the right. If the vehicle on the left is not doing the speed limit then I think that would be a moot point ( see that all the time here in new mexico ) heck there are people that actually drive around with certificates on their cars that even state they are uninsured! That is how bad this place can get! Talk about a backwards society.
