I too have lived across the street from a bar and it's all about moderation. One of my neighbors would call the police every night at 10 to have them go over to the bar and tell them to turn the music down. It's a bar! And the music wasn't that loud; from inside is was just a faint "thump, thump". Wimp. Still, the bar has the responsability to not get too carried away. If there's halfway decent law enforcement to keep the patrons at a reasonable level after close then all should be good.
It's all take and give. A bar is a party place no doubt, but does need to maintain some control. If you don't like it, shouldn't have moved next to a bar.
