I know a service man told me about that here at the Tobyhanna Army Depot. I went up there one time to ride past the old equipment, it's along a public road that goes through the base, but they stopped me at the gate (never used to be any guards there until 9-11) and told me I had to wear a helmet to go any farther. I said that PA had repealed the law and he told me that didn't apply to the base since it was federal proprty and not governed by the state law. I got talking to him and he told me about what you say among some other stuff. He also rides on his off time.
